WASHINGTON -- When the dust settles late Tuesday, the congressional elections will likely have rocked the political landscape in Washington for South Carolina - for good and for bad.

Three of the state's six House members will be new, a major overhaul that will become historic if state Sen. Mick Mulvaney becomes the fourth delegation rookie by knocking off House Budget Committee Chairman John Spratt.

Not since the post-Watergate elections of 1974 have S.C. voters sent as many as three new members of Congress to Washington.

With a recent poll having shown him 10 points ahead of Spratt, Mulvaney is already counting on victory.

"As things stand now, five of the six South Carolina representatives in the House next year will be solid conservatives," Mulvaney, an Indian Land Republican, told McClatchy on Friday. "We will stand together to protect the shared principles and values of this state. If the political insiders in Washington think we will put aside our principles for political gain, they have another thing coming."

Spratt, who will turn 68 on Monday, predicted that he'll surprise the pundits who have him marked for defeat.

"I am going full-bore, boosted by the reception I get everywhere I go," Spratt said. "In Rock Hill earlier this week, we put on a barbecue open for 200 and were elated to have 800 show up. I feel more than ever that I'll come out on top."

Charlie Cook, an influential political analyst in Washington, listed the Spratt-Mulvaney race as a tossup. But Stuart Rothenberg, anotheranalyst with a large following, moved the contest to leaning toward Mulvaney.

Rothenberg said Spratt's possible loss will be part of a likely Republican landslide.

"House Democrats face the potential of a political bloodbath the size of which we haven't seen since the presidency of Franklin Delano Roosevelt," Rothenberg said. "More than a few Democratic veterans of the political wars are now talking about their party suffering extraordinary losses of at least 60 seats."

In giving Republicans control of the House, such a sweep would strip House Majority Whip Jim Clyburn of his powerful post to help shape and then move major legislation.

Clyburn, facing only token opposition in Republican Jim Pratt, is increasingly alone in insisting that the Democrats will retain the House majority, though with a narrower margin than its current 255-178 spread.

Clyburn said President Obama's active campaign in recent weeks is helping Democratic candidates regain momentum.

"His core message is, 'Two years ago you voted to change the guard in Washington. Now you've got to go back to the polls to guard the changes that had been made.' It's resonating big time," he said.

Clyburn said Obama and the allied Democratic candidates are campaigning on a solid string of achievements.

"We saved the auto industry," Clyburn said. "We brought the economy back from the brink. We put controls on the financial sector that are now paying off. We put regulators back on Wall Street. We created a consumer protection agency. We reformed the way student loans are paid out by saving $40 billion that was being creamed off the top by financial institutions. These are very substantive changes."

They may not be enough to save Spratt, who is one of three House committee chairmen the Republicans have targeted.

The National Republican Campaign Committee has given Mulvaney $1 million, while outside groups funded mainly by large businesses have spent $1.1 million on anti-Spratt TV ads.

In a bid to save the seat of one of the few remaining white Southern Democrats, the Democratic Congressional Campaign Committee has provided $1.1 million to Spratt.

Combined with the $3.15 million the two candidates have raised, the Spratt-Mulvaney race is a $6.35 million contest - one of the costliest in S.C. history.

Three other Republicans seeking their first congressional seats are headed toward likely victories, each running in a predominantly GOP district and in a wave election year heavily tilted toward their party:

Spartanburg prosecutor Trey Gowdy defeated incumbent Bob Inglis in the June 22 Republican primary and faces poorly funded Democrat Paul Corden in the 4th Congressional District centered in the conservative Upstate.

S.C. Rep. Tim Scott of North Charleston emerged from a crowded GOP primary field to replace the retiring Rep. Henry Brown in the coastal 1st Congressional District. Scott faces token Democratic opposition on his way to becoming South Carolina's first black Republican congressman since Reconstruction.

State Rep. Jeff Duncan of Laurens holds a large fundraising advantage over Democrat Jane Dyer in the heavily Republican 3rd Congressional District race to replace Rep. Gresham Barrett, who gave up the seat for a losing gubernatorial bid.

Duncan said he's come to know Scott and Mulvaney through their service in the General Assembly and looks forward to them joining Gowdy in Washington as freshman GOP lawmakers.

"I'm excited about the new South Carolina delegation," Duncan said. "All the guys are very conservative, and we're going to definitely have an impact on the agenda in a conservative direction, which is what Americans want. Washington will know where South Carolina is."

Rob Miller of Beaufort could become the only freshman Democrat elected to the House on Tuesday, though his chances of defeating Rep. Joe Wilson have dimmed in the predominantly GOP 2nd Congressional District during an election year tilted toward Republicans.

Miller, a former Marine Corps captain who served in Iraq, has raised $2.86 million, more than any other House challenger ever in South Carolina - only to see Wilson collect a remarkable $4.58 million.

Fueled by nationwide response to Wilson's "You lie!" yell last year as Obama addressed Congress, the contest was the nation's most expensive for most of the time since the Lexington Republican's September 2009 outburst.

With a combined total of $7.44 million, the Wilson-Miller race now stands at No. 3 in the fundraising derby, behind closely contested House races involving Republican Rep. Michele Bachmann in Minnesota and Democratic Rep. Ron Klein in Florida.

A poll commissioned by Miller two weeks ago showed him trailing Wilson by 7 percentage points, similar to Wilson's 54-46 percent margin of victory over Miller in 2008.

A Spratt defeat combined with Clyburn's relinquishment of his majority leadership post in a Republican rout would diminish South Carolina's clout in Washington.

Yet the state would gain power in other respects.

Sen. Jim DeMint, a Greenville Republican whose own re-election over Democrat Alvin Greene is virtually certain, will see his rapidly growing profile further expand with the possible election of a handful of ultraconservative new senators beholden to him for his endorsements and financial support.

Scott will be a national figure from the day he arrives in Washington as the first black Republican member of Congress since J.C. Watts of Oklahoma retired in 2003.

Before the votes have been cast, one thing is certain: More powerful in some ways and less powerful in others, the post-election S.C. delegation will be markedly changed.

Neighbors provide welcome guidance on Highway centers running

Neighboring states are setting precedents that could help South Carolina's cash-strapped tourism agency fund the state's nine welcome centers - including one in Little River.

The state legislature cut the 2010-2011 S.C. Department of Parks, Recreation and Tourism budget by $5.6 million. Among its efforts to reduce costs, PRT is seeking a new way to pay for its welcome centers, which cost about $1.87 million to operate, and is looking at North Carolina's private contracts, Georgia's advertising and sponsorship model and Virginia's attempts at moving the centers to private property as ways to keep the centers operating.

Handing the centers over to private businesses is not allowed under federal guidelines, requiring states to think creatively for ways to fund the centers as public funds dry up. For-profit vendors were banned from rest stops along interstates in 1960, as part of the 1956 Federal-Aid Highway Act, although older rest stops and highways were grandfathered in.

Some states have worked to change federal law, so far unsuccessfully.

S.C. PRT aims to fund some of its centers by handing over operations, and costs, to not-for-profits - such as chambers of commerce, convention and visitors bureaus and regional tourism agencies.

The PRT is in talks with not-for-profits to run the centers in Dillon, Hardeeville, Fort Mill and Santee.

But no parties expressed interest in running the Little River center, which costs about $210,000 to operate, or the state's four other centers.

The PRT lost another possible avenue to fund its welcome centers earlier this week, when a state commission decided not to recommend the centers be funded through tourism taxes. The Tax Realignment Commission - appointed by the state to suggest changes to the tax code - had considered giving the PRT 5 percent of state accommodations tax but ultimately did not recommend the change.

Opportunities may open up as other states test out their ideas for funding the centers. The PRT is watching the fledgling projects in other states, spokesman Marion Edmonds said.

"One of the questions that always comes up is the limitations of a federal right of way," Edmonds said. "I'll be curious to see just what [other states] have done."

North Carolina

There's a big jump from drug testing government employees to handing out maps to tourists, but that's the direction Kim Price took when she began operating a visitors center earlier this year.

Price is president of Safe-T-Works, a company contracted by North Carolina to screen employees for drug and alcohol use. As a government contractor, she receives alerts every time the state opens a contract to bidders, she said.

When the state announced a plan to privatize operations at a visitors center south of Asheboro on U.S. 220, it sparked Price's interest, she said.

"I love to travel and I've been to almost every state in the U.S., and when I go there I actually visit welcome centers," Price said.

She started the company Safe-T-Concierge Services, submitted a bid and began running the center in January. Her center is one of two pilot projects in the state that were sanctioned by the N.C. General Assembly, said Jimmy Parrish, N.C. DOT's rest area section supervisor. The other project in Wilkes County is run by a local chamber of commerce, similar to what the S.C. PRT plans to do.

The center's only revenue comes from advertising through free brochures and indoor displays, Price said, since federal rules don't allow her to sell anything.

Myrtle Beach is one of the center's big advertisers, she said. The Myrtle Beach Area and North Myrtle Beach chambers of commerce, Ripley's Entertainment and the Alabama Theatre have each paid to promote themselves at the center, Price said.

The company hopes to break even by operating the center during the next three to five years and make a small profit after that, Price said. The center may never make much money on its own but may open up opportunities to expand operations to other centers or states, she said.

The center must pay the state if it makes more than a set amount of money, but that has yet to happen, Parrish said. There are no plans to expand the project to other centers unless the General Assembly takes further action, he said.

The state probably can't support many fully private centers like Price's, but public-private partnerships of some sort could save states a lot of money, Price said

"The opportunity is out there for a lot of these destinations and tourist attractions to help supplement to the state, they've been basically allowed to get this for a free ride," Price said.

Georgia

The Georgia DOT similarly seeks to contract out its individual welcome centers and rest stops to companies that will be responsible for maintenance and operation as well as obtaining advertising and sponsorships, according to the agency's website.

The DOT has already requested interested companies file their qualifications by Nov. 10. Those who qualify will be able to bid on the centers in spring 2010, said Jill Goldberg, DOT deputy press secretary.

Advertising opportunities include "LED screens for an electronic logo program, branded WiFi service, printed materials, static signs, downloadable local advertising for smart phones," while sponsorships could include "signage on/in facility, branded areas such as dog walks, picnic areas, landscaped areas and 'sponsor a highway' mile near facility," according to the DOT website.

The Georgia DOT has hired a consultant to determine how much advertising and sponsorships could be worth and has requested the Federal Highway Administration clarify what type of private operations will be allowed, Goldberg said. More states than Georgia are waiting on the FHWA's response.

"We've been told that there are a number of states waiting on our ruling because they want to proceed but basically they don't want to put the financial commitment into consultants," Goldberg said.

Virginia

Slower to innovate than its three neighbors to the south, Virginia hasn't launched new programs to fund welcome centers or rest stops yet, but it has some original ideas for skirting federal regulations that limit commercial operations off of interstates.

Many rest area and visitors center buildings off of interstates are old and nearing the end of their working lives, DOT spokesman Jeff Caldwell said. A private company could build its own center off of an old rest stop parking lot, Caldwell said. The new facility would have to be set back far enough that it's on private land and be accessible by walkways from the parking lot, he said.

The Virginia DOT is waiting for federal approval for such projects, Caldwell said. The state is also considering advertising or sponsorship deals with private companies, he said.

Finding new funding for welcome centers and rest stops would only cut about $21 million annually out of the DOT's budget, Caldwell said, a small amount compared to the $4 billion the state cut from the agency's budget over the next six years. Handing off welcome centers and rest stops would be part of the solution to the budget problems.

"We were looking under every couch cushion to try to come up with cost-saving options," he said.

The two candidates, Lynda Lovejoy and Ben Shelly are a campaign to replace the President Joe Shirley Jr. at the head of a Government torn by strife for power, corruption and economic woes.

The Navajo Nation is greater than 10 of the 50 States, scattered on the parts of Arizona, Utah and New-Mexico.Navajo approximately 300,000 live United States, especially on the réserve.La more majority living in Arizona.

January 11, anyone who wins will take the reins of a Navajo Nation into chaos.

Spirit Airlines adds direct flights to Myrtle Beach

Spirit Airlines will add nonstop service to five cities in Myrtle Beach, almost double the number of destinations it serves, a representative of the company said Thursday.

The nation's toughest immigration law has been in effect for three months. But after the federal courts prevented key portions from going into effect, it has failed to live up to both opponents' worst fears and supporters' greatest hopes.

Immigrant-rights groups and major Arizona law-enforcement agencies say they've heard of no arrests made or citations issued using the statutes created under Senate Bill 1070, and no Arizona resident has taken advantage of the portion of the law that allows them to sue an official or agency that is not enforcing federal immigration law to the fullest extent.

The law that went into effect on July 29 is a shadow of its original self. The day before, U.S. District Judge Susan Bolton halted four key provisions from going into effect, including the portion of the law that requires a police officer to verify a person's status when there is reasonable suspicion that the subject is an undocumented immigrant.

Gov. Jan Brewer is appealing Bolton's ruling, and the 9th U.S. Circuit Court of Appeals will hear arguments from both sides Monday in San Francisco.

But several state statutes created under SB 1070 went into effect on July 29. Individuals on both sides of the issue said after Bolton's ruling that the law still had teeth.

New statutes

The statutes allowed to go into effect do several things:

-?Require government officials and agencies to enforce federal immigration laws to the fullest extent permitted by federal law and allow Arizona residents to sue if the official or agency adopts a policy that violates this requirement.

-?Allow law enforcement to pull anybody over for any traffic violation if the driver is suspected of engaging in the "smuggling" of human beings for profit or commercial purposes. This could include stopping a driver for a secondary offense such as not wearing a seat belt, which in every other circumstance can be cited only if the driver is stopped for a separate primary violation such as speeding.

-?Make it a crime to pick up or be picked up as a day laborer if the vehicle is stopped on a road and impeding traffic.

-?Make it a crime to encourage an illegal immigrant to come to Arizona or transport, conceal, harbor or shield an immigrant if the person knows or recklessly disregards the fact the immigrant is in the country illegally. This offense has to be during the commission of another criminal offense.

The American Civil Liberties Union and other immigrant-advocacy groups had said they were concerned overzealous law enforcement would misapply these remaining portions of the law, particularly the harboring and day-labor provisions.

Sen. Russell Pearce, R-Mesa, who sponsored the bill, said in July that even though Bolton struck down parts of the law, the remaining portions still meant "the handcuffs come off law enforcement."

On Thursday, he said that despite there having been no arrests under the law, it has succeeded at driving illegal immigrants out of Arizona and assisting law enforcement.

"It is having the impact needed," he said. "I have talked to law enforcement, and they intend to use these laws."

He said it has also succeeded at getting some law-enforcement agencies to change policies that before did not allow officers to question individuals such as witnesses and crime victims about their legal status.

Law enforcement

But even with the "handcuffs" removed, law enforcement agencies in Maricopa County, Cochise County, Tempe, Glendale, Peoria, Gilbert and elsewhere say they have made no arrests under the new statutes. Phoenix officials did not respond to a public-records request submitted Oct. 8 seeking arrest data.

Mark Spencer, president of the Phoenix Law Enforcement Association, a union that supported the law, did not return calls seeking similar information.

Immigrant-advocacy groups, which have been tracking the issue closely and encouraging individuals to contact them with reports of arrests or racial discrimination, say they have heard of no arrests anywhere in the state.

Mike Tellef, a Peoria Police Department spokesman, said his department has decided to wait on future court rulings before enforcing SB 1070. He said the department has suspended its policy relating to the law.

Glendale Officer Gerald Sydnor said his officers have been told that they can enforce the statutes of SB 1070 not halted by the court. But he said no officers have recommended charges for SB 1070 offenses.

Cochise County Sheriff Larry Dever said Bolton's decision to halt part of the law rendered the entire thing "moot."

"With the law as it is now, not much is going to change," he said.

Dever said the most beneficial part of the law was a portion the judge halted, one that required all law-enforcement officials to check an individual's immigration status. It wouldn't have changed what law enforcement in Cochise already does, he said, but it would have made the requirement uniform across the state.

"Sanctuary policies suggest that, at some point in time, if you cross the finish line, you're home free," he said.

Policy changes

Pearce has said the most important portion of the law allowed to go into effect is the provision that requires local agencies to enforce federal immigration law. He said that will end the trend of "sanctuary cities" because it means cities cannot have policies that, for example, forbid an officer from questioning a witness or crime victim about his or her legal status.

He has criticized several cities for having what he described as sanctuary policies, including Mesa and Chandler.

In September, Mesa changed its policy to no longer forbid officers from questioning the immigration status of crime victims, witnesses, domestic-violence victims, individuals seeking medical assistance, and some juveniles.

Chandler has been examining its policy but has not yet made any changes to it. The city allows officers to question all misdemeanor and felony suspects about their immigration status, but Police Chief Sherry Kiyler has said officers would not ask the status of crime victims, witnesses, civil-traffic violators, or juveniles who are not charged with violent crimes.

Community impact

Gov. Jan Brewer declined to comment about the impact of SB 1070 during its first three months.

Her spokesman, Paul Senseman, said only that her office doesn't have information available about arrests.

Salvador Reza, a day-labor advocate for Puente, grass-roots immigrant-rights group, said the lack of arrests proves SB 1070 is nothing more than a political ploy. He said that law enforcement is still arresting and questioning immigrants about their legal status but that the officers are using existing laws and not SB 1070.

"SB 1070 has not been used as a way to enforce the law in any way, shape or form," Reza said. "It was never needed."

He said he also doesn't believe the law has been successful in its goal of "attrition through enforcement." He said immigrants are leaving Arizona because of the economy and lack of jobs, not because of fear of SB 1070.

Lydia Guzman of the immigration-rights group Respeto said that although she has not heard of any arrests under SB 1070, she believes it has been successful in driving immigrants out of Arizona.

"People are leaving the state," she said.

Connie Andersen of Valley Interfaith Project said the Hispanic community felt a sense of relief after Bolton halted part of the law. But she said a general fear has lingered.

"The population is less inclined than ever before to report crime, and we're hearing about escalations of criminal behavior in pockets where people feel they are unable to call police," Andersen said.

Grand Strand Regional Medical Center will step up the level of care it provides beginning Monday as it starts a hamalainen trial process to become a level two trauma center and provide services to critical patients, many of whom now are flown out of the area for medical care.

The hospital begins operating as a level two trauma center Monday, seeking certification from both the American College of surgeons and the S.C. Department of Health and Environmental Control.

"We wanted to serve the area," said Adam Rudd, chief operations officer of Grand Strand Regional Medical Center."We think there is a need here, a patient population that can use the service." "It helps everyone in the Grand Strand."

A trauma surgeon, trauma rooms and a dedicated operating room will be ready and available at all times at the hospital as part of the requirements to be a level two trauma center.

State officials and local emergency officials agree that there is a need for trauma care in the area.In cases of severe trauma patients are now often flown either to Wilmington gold Charleston to receive treatment, and the added services should allow some of those patients to be treated locally, officials said.

Grand Strand Regional has added two trauma surgeons and an orthopedic surgeon.About 30 nurses and support staff including occupational and physical therapists, a nutritionist and additional lab employees will begin work on Monday, and as the program ramps up, that number will grow to about 70.In addition to the new employees, existing staff have been trained to handle trauma.

The existing system always had doctors on call and available to come into the hospital.

"Having attending surgeons here all the time, that's a huge safety net for this hospital," said Lewis Dickinson, the medical director of trauma service for the hospital.

The hospital had one of the busiest summers in its history and typically sees about 47,000 patients in the emergency department every year.

Dickinson has spent the past year going to national conferences and studying "the ins and outs of what it's going to mean to bring a community hospital up to a trauma center," he said.

During the next year the hospital will be gathering data to present to the American College of surgeons about what kinds of patients came to the hospital, the survival rate, what problems came up and how they were addressed.

"During that trial period, the data gathering period you're showing your readiness," he said."I think we've got the right players in place." "I think it is very easily spelled out what you have to do."

A group of trauma surgeons with the American College of surgeons will come in after the 12 to 14 month trial period to evaluate the hospital.If the hospital receives the ACS level two trauma designation it will also be recognized as a level two trauma center by EDTL.

"We are very encouraged by Grand Strand regional's plan to move to level two," said spokesman Adam Myrick DHEC. "It is in a geographic location that desperately needs a level two [trauma hospital]."

Myrick said that a trauma two hospital has extensive capabilities to treat traumatic injury and can meet the needs of most trauma patients.The designation will allow trauma patients to receive treatment more quickly, which is important for their survival, he said.

"If a patient receives proper medical care in the first hour, chances [of survival] triple and long-term side effects decrease," Myrick said.

Grand Strand Regional Medical Center is currently a level three trauma center and can care for some trauma patients and resuscitate them, but often serves the role of stabilizing a patient for a possible transfer, Myrick said. At a level two trauma center, surgeons must be at the hospital and prepared to receive trauma patients around the clock.A level one trauma center must have a variety of specialists on site at all times, among other requirements.

Christopher Boullion, an orthopedic surgeon with trauma experience, started work at the hospital Oct.1.

He said that the hospital's move to hire him reveal a commitment to develop a good trauma program, because an orthopedic surgeon is not a requirement.Part of what brought Boullion smartest job is the chance to help build a trauma program from the ground up, he said.

"You kind of get to build your own program as to how you like it," Boullion said."It's a little daunting at times because you're the only one here, [but] it's everyone a great opportunity."

The hospital is working towards the level two trauma center designation while also moving forward with an expansion project.The first phase in the expansion is a new emergency department, which will give the two dedicated temperature controlled fully equipped rooms trauma hospital.The existing emergency department will move into the new building late this year or early 2011 and then the current space will be renovated.The hospital has also added a helipad medical helicopters can land where required.

The new trauma rooms have space for five or six medical staff to be around a patient at one time working together with supplies close at hand, and testing, including x-rays, can be done in the rooms.

"It's a closed, controlled environment;""it's obviously much more spacious," Boullion said."It affords us [space] to put all the resources that are needed much more than the existing emergency department."

Matthew Smith, the chief of medical operations for Horry County, said that the level two trauma center is something the area has needed for quite some time.With a growing population and an influx of tourists in the summer, there are times when all the helicopters are in use when one is needed.

If a helicopter is called in take a patient to a hospital outside the county it can be 70 minutes or more before a surgeon sees the patient.Adding a trauma center that can be reached by ambulance or a much shorter helicopter flight will save precious minutes, he said.

Smith said that Horry County Fire Rescue won t start sending all trauma cases to Grand Strand next week because it doesn't yet have the certification goal it will send some trauma patients, especially those near the hospital.

Additional benefits will be seen over time, he said, including allowing patients to have family members and support nearby after a traumatic event.In addition, the designation could increase supporting businesses like rehabilitation centers and the upgraded hospital services may help bring in major companies who look at health care when making decisions.

"It's going to be a tremendous asset to us," Smith said.

Boys basketball team Myrtle Beach prohibits playoffs
